The role of the judge particularly in administrative litigation, takes several forms, including his investigative authority, and inviting the opponents to correct the request, he also orders the administration, to do the same, it is justified by the fact that the administrative dispute is unusual because of the lack of remuneration of the parties, and plays a vital and effective role in the protection of public order, required to raise any means of public order, even if the applicant has not invokes, it is his duty to communicate this means to the parties and to set a deadline for answering them, In this study we try to answer the question, can the administrative judge, raise other means by means other than the means public order?
