English Abstract

The study aimed to identify the approach of decentralization policy and its obstacles and to look into the future of the comprehensive reform process in light of the decentralization in Jordan.

The study relied on descriptive analytical methodology through a questionnaire that was applied to (339) members of decentralization in the governorates.

The study found that the most important obstacles to decentralization are the insistence of the central administration in keeping authorities in their own hands, the lack of confidence of managers in the central administration and the existence of resistance to change by managers in the central administration limit the process of delegation and decentralization.

In light of the results, the study recommended several recommendations, the most important of which is activating decentralization to improve the role of the provincial councils in the comprehensive reform process in Jordan, and empowering the workers to raise the level of confidence of managers in the central administration of the decentralization staff.
