English Abstract

Most countries today do not have the same linguistic, religious, national or ethnic characteristics as their populations.

Minorities or small groups are everywhere in this world and most countries have a number of minorities, It is also a very important issue that is never without a state.

For some, however, the issue of minorities appears to be a minor issue for a group of individuals with certain characteristics, and the majority must take into account what these groups aspire to.

International law, through doctrinal theories, scientific studies, international conventions and judicial practices, sought to protect these groups, However, this protection once melted within the scope of human rights and reappeared as a special and exclusive right of minorities.

Respect for human diversity and the granting of minorities their rights under international law, including the cultural rights of minorities, are conducive to the stability of States and to endangering international peace and security.

The enjoyment of these rights by minorities is clear evidence that the State is pursuing a sound approach to the minority, such as the majority, without discrimination.

Having discussed the evolution of international protection efforts for the rights of minorities from the point of view of international law in order to clarify their concept, historical roots, standards, classifications, legal principles and norms established by international law in its various stages prior to the era of legal regulation, After the two world wars and the Cold War and beyond, the rights, limits and means of protection of these minorities and the stages that accompanied the employment of minorities in interests and conflicts, by addressing the concept of minorities, the position of international law in all its stages, international instruments and conventions, and presenting the results of the study and recommendations, indicating the sources that we have adopted and clarifying our opinion on the topic.
