Diplomatic relations are not isolated from the growing impact of high-speed information and communications technology (ICTs) in development; the enormous development of this technology has led to the breakdown of barriers between international units, their diplomats and the local and foreign masses, thus affecting diplomatic relations, both in terms of structures and in terms of diplomatic practices and functions.

Therefore, this paper, which is entitled "The Impact of ICTs on Diplomatic Practices and Structures", highlights the changes that have affected diplomacy as a tool of foreign policy.

New forms of diplomatic practice have emerged in the exercise of new public diplomacy, e-diplomacy and the establishment of virtual embassies as well as the change in the practice of the traditional functions of permanent diplomatic missions.

The large presence of heads of states, officials and diplomats on social networks and its use in diplomatic management have become a necessity.

International non-State units have also emerged, playing diplomatic roles and becoming diplomatic actors, and the organizational structures of states have changed to practice diplomacy.

Hence, it is imperative that other countries and international units deal with the great digital developments that the world witnesses, which are continuing, at a rapid pace and bearing incalculable changes by decision-makers.
