The purpose of the research is to show the role of small enterprises in tackling the problem of unemployment, so the research problem is centered on the widespread phenomenon of unemployment and intentional neglect represented by government policies to address economic problems, Iraq suffers from high unemployment, combined with several indicators, including unemployment among youth and scientific qualifications, small enterprises is one of the most important mechanisms that contribute a large proportion of employment and reduction of unemployment, due to the flexibility in employment in the business community, as well as its role in national development, and their dependence on individual initiatives.

So make sure that small businesses can be if the best expansion and selection of activities and sites set up and develop ways of financing marketing of their products and their integration with large-scale projects to be one of the key factors to reduce the unemployment rate in Iraq by creating a large number of productive employment as one of its achievements in the field of economic and social development, The research followed the descriptive method, and the research found that small projects have characteristics that make them more suitable for the Iraqi environment, such as the low cost of invested capital and that they are labor-intensive projects.
