Abstract EN

This paper aims at introducing a critical assessment to the traditional ‘Good Governance’ Literature that many scholars and international financial institutions used to present.

Six major pillars to good governance (i.e.

rule of law; combating corruption; Regulatory Quality; Government effectiveness; Public Accountability; absence of violence) are discussed.

As far as the Libyan case is concerned, we can safely talk about two distinct phases: from 1996 to 2011 during which there was clear selectivity in applying the concept of good governance; as to the second phase (2011-2020) , there was clear absence to the assessment of good governance in both local and traditional international levels.

The paper concludes that it is extremely important to employ both ‘quantitative’ and ‘qualitative’ analyses in tackling the issue of good governance.
