The most important feature of these treaties and charters is that since its early existence, it has focused on freedom of expression, expression of opinion and the right of the human being to extract ideas, information and knowledge, to provide access to them and to circulate them for use in purposes that enhance his life.

These conventions did not overlook a very important group in the society represented in the category of children.
