In this way, development is considered as the net result of all the efforts taken by the living forces of the nation.

Accordingly, information is considered as one of the important ingredient to the development issue and it is supposed to be aimed at achieving the goals of social development.

As such, the circulation of information is linked with political, economic, social cultural and educational aspects of development.
