Abstract EN

The need for planning in Algeria seems so clear in order to avoid the negative aspects of the economy which is based on a spontaneous development of the market mechanisms such as market device's inability to achieve the optimal use of all human and material resources in the community for the benefit of the development of all its members.

The competitive nature of the economy leads entrepreneurs to take isolated individual decisions to expand production capacities; but they face a huge market absorptive power, which means economic crisis and unemployment.

Nowadays, Algeria faces an important economic challenge which is manpower planning, in order to limit unemployment.

The present paper tries to recognize and determine the real Algerian labor force and to shed light on the planning barriers that the Algerian economy suffers from.
