Many and different penal institutions are established with several laws and codes that control the ,in order to be will managed,human resources are devoted.

Especially with emersion of the educational role in these institutions.

This role is targeting to integrate safely this category of punished people in the society to realize the wished expectations .

Therefore we have selected this topic to what extent these penal institutions can realize their educational role on the ground according to what the international charters declare in the field of prisoners,human rights.
