بعد تولي كاغامي السلطة، قام يتحديد هدفين و اضحين : أولهما توحيد الشعب الرواندي، و الثاني القضاء على الفقر في البلاد، و شرع الرئيس كاغامي في خطة من عدة محاور، في مقدمتها تحقيق المصالحة المجتمعية، و إنجاز دستور جديد حظر استخدام مسميات الهوتو و التوتسي، و جرم استخدام أي خطاب عرقي، و نجحت خطط الحكومة المتنوعة في تحقيق المصالحة بين أفراد المجتمع، وعاد اللاجئون إلى بلادهم، و نظمت محاكم محلية لإعادة الحقوق و إزالة المظالم.
و مع التقدم في الملفات الاجتماعية، وجهت الحكومة طاقتها للتنمية و تطوير الاقتصاد، من خلال تحولت "رؤية 2020" الاقتصادية، التي اشتملت على 44 هدفًا في مجالات مختلفة.
تمكنت القيادة السياسية في رواندا من تحقيق هذه الأهداف التي اعتبرت معجزة، على مستويات مختلفة (سياسية، اقتصادية، اجتماعية، تعليمية) فقد شهد الفرد ارتفاعًا في دخله عام 2015 إلى ثلاثين ضعفا عما كان عليه قبل عشرين عاما.

After Kagame came to power, he set two clear goals: first, to unite the Rwandan people, and to eradicate poverty in the country.
The government's various plans succeeded in reconciling members of society, the refugees returned home, and local courts were organized to restore rights and remove grievances.
With the advances in social issues, the government directed its energy to the development and development of the economy, through the transformation of the "Vision 2020" economic, which included 44 goals in different areas.
The political leadership in Rwanda has been able to achieve these goals, which were considered a miracle, at different levels (political, economic, social, educational).
