Unemployment rates are affected by the state of economic activity, the conditions of the society, the external institutional environment, the market forces and its engines, which constitute the framework or field in which economic activity is moving in its limits.

As far as the Iraqi economy is concerned, the difficulties of achieving stability at the political level have complicated the task of institutional, political and administrative reform.

These complications are deepened after adopting the sectarian quotas model after 2003, which helped the parties to use public funds to support their political influence away from public reconciliation.
