The study consists of four main parts and its branches.

Also, including Introduction, conclusion, recommendations, proposals and list of references.

The study deals with two variables, and it's relations: political quotas and the Iraqi political discourse towards the external environment: The first part deals with the reasons for political quotas in Iraq.

The second part discusses the implications of quotas on Iraq's external political discourse.

The third one's focuses on the necessary mechanisms to unify the external Iraqi political discourse.

Problematic of the study: What are the implications of political quotas on the unity of the Iraqi political discourse towards the foreign environment after 2003? Are they negative or positive? What are the necessary mechanisms to reach a unified Iraqi political discourse on the regional and international level? .

Hypothesis: Political quotas reflected negatively on Iraq's external political discourse and led to disintegration.

There are a number of mechanisms that can be followed in order to unify the Iraqi political discourse towards the external environment, which we can divide into: internal and external mechanisms.

Methodology: Systematic Analysis.

The aims of Study: Discuss the issue in which facing Iraqi state since 2003, the problem of internal quotas and it's reflection on foreign policy.

Provide the Iraqi foreign policy maker a number of mechanisms in order to form a unified Iraqi foreign policy, how can make it more effective.

Support the Iraqi Library and draw the attention of students and researchers and increase the focus on this subject.

4 - personal reasons: the researcher wants to delve deeper into such topics so important, increasing his consciousness and political culture.

The importance of research: Iraq needs to gain external support, in several areas, including: reconstruction of liberated areas, social stability, maintain of territorial integrity.

This needs an effective external political rhetoric.
