Technological innovation and the human resource have become the most important activities of any organization that wants to continue and succeed in the market and seek to discover new ways more effective than those used by competitors to achieve an element of excellence and creativity that can achieve a competitive advantage.

The importance of this study is that the human resource and information technology in all their dimensions and details play a key role in achieving a competitive advantage in the institution.

Appropriate statistical methods were adopted by examining the case of some banks in the state of Biskra.

The study showed that there is a significant role played by human resources and information technology in achieving competitive advantage.
