Arabic Abstract

هدفت الدراسة إلى قياس اثر تمكين ذوي الاحتياجات الخاصة من تكنولوجية الاتصالات والمعلومات، حيث تكون مجتمع الدراسة من العاملين في قطاع تعليم ورعاية ذوي الاحتياجات الخاصة، وتم اختيار عينة من مجتمع الدراسة حيث بلغت (30) عاملا.

وباستخدام المنهج الوصفي التحليلي وبرنامج تحليل الرزمة الاجتماعية (SPSS)، أظهرت الدراسة النتائج التالية: 1) يوجد أثر إيجابي للتمكين بأبعاده (الدافعية، التدريب) على مستوى تكنولوجيا المعلومات والاتصالات بأبعادها (الكفايات الأساسية لتشغيل الحاسب، استخدام مصادر الشبكة العالمية (الإنترنت)، تطبيقات تكنولوجيا المعلومات والاتصالات لدى ذوي الاحتياجات الخاصة.

2) لا توجد فروق ذات دلالة إحصائية عند مستوى الدلالة (α≤0.05) في مستوى تصورات المبحوثين لتمكين ذوي الاحتياجات الخاصة تعزى للجنس والعمر والمؤهل العلمي.

3) لا توجد فروق ذات دلالة إحصائية عند مستوى الدلالة (α≤0.05) في مستوى تصورات المبحوثين لتمكين ذوي الاحتياجات الخاصة تعزى للجنس والعمر والمؤهل العلمي.

4) لا توجد فروق ذات دلالة إحصائية عند مستوى الدلالة (α≤0.05) في مستوى تصورات المبحوثين لتكنولوجيا المعلومات والاتصالات تعزى للجنس والعمر والمؤهل العلمي.

و أوصت الدراسة بما يلي : 1) دعم أنشطة وبرامج الجمعيات الخاصة العاملة في هذا المجال.

2) إنشاء نوادي ومراكز ثقافية وترفيهية ورياضة للمعاقين ولأسرهم.

3) العناية قدر الإمكان بالتعليم الإلكتروني وتقديم كافة البرامج والوسائل التعليمية المتاحة.

English Abstract

The study aimed to measure the impact of empowering people with special needs from information and communication technology, as the study population consisted of workers in the education and care sector for people with special needs, and a sample was chosen from the study population, which amounted to (30) workers.

Using the analytical descriptive approach and the Social Package Analysis (SPSS) program, the study showed the following results: 1) There is a positive impact of empowerment in its dimensions (motivation, training) on the level of information and communication technology in its dimensions (basic competencies for computer operation, use of global network resources (the Internet), information and communication technology applications) for people with special needs.

2) There are no statistically significant differences at the level of significance (α≤0.05) in the level of respondents' perceptions of empowering people with special needs due to gender, age and academic qualification.

3) There are no statistically significant differences at the level of significance (α≤0.05) in the level of respondents' perceptions of empowering people with special needs due to gender, age and educational qualification.

4) There are no statistically significant differences at the significance level (α≤0.05) in the level of the respondents' perceptions of information and communication technology due to gender, age and academic qualification.

The study recommended the following: 1) Supporting the activities and programs of the private associations working in this field.

2) Establishing clubs, cultural, entertainment and sports centers for the disabled and their families.

3) Taking care of e-learning as much as possible and providing all available educational programs and means.
