Arabic Abstract

مع بداية القرن الحادي و العشرين وثورة الاتصالات و المعلومات أصبح تأثيرها واضحا على العالم فأصبح العالم يشهد ثورة معرفيه و تكنولوجية هائلة تلك الثورة التي نتج عنها العديد من التقنيات الحديثة التي وفرت على الإنسان كثيرا من وقته و جهده و تحمل هذه التقنيات من إيجابيات يستطيع بعض الأفراد من ذوي الاحتياجات الخاصة الاستفادة منها و تنمية مهاراتهم مما يتيح لهم الحصول على فرصة عمل تتناسب مع قدراتهم.

تمثل قضية ذوي الاحتياجات الخاصة و تأهيلهم لتعايش في المجتمع و تطوير مهاراتهم تحديا كبيرا لأن قضيتهم ليس مجتمعية أو دولية فقط بل هي إنسانية ودينية في المرتبة الأولي فحقهم علي الدولة و المجتمع الاهتمام بهم و اكتشاف الموهوبين ورعايتهم و يحتاج هذا الموضوع إلي استنفار تام من جميع المؤسسات في القطاع العام و الخاص لمساعدة ذوي الاحتياجات الخاصة وتوفير القاعات المجهزة التي تتناسب مع قدراتهم الخاصة و البرامج التدريبية الحديثة التي تتناسب مع سوق العمل حتى يستطيعوا المنافسة و الحصول على فرصة عمل.

و على هذا كان السؤال الرئيس لهذا البحث هو: كيف يمكن الاستفادة من تكنولوجيا الاتصالات و المعلومات في تطوير مهارات الفئات الخاصة و تأهيلهم لسوق العمل كذلك ما هي نوعية البرامج المستخدمة لتأهيل ذوي الاحتياجات الخاصة.

استدعى هذا تطبيق استبانة على عينة من المجتمع شارك في الاستبانة (74) فرد (74%) من الأصحاء و (26%) من ذوي الاحتياجات الخاصة كي نعرف أهمية استخدام تكنولوجيا المعلومات في تأهيل ذوي الاحتياجات الخاصة لسوق العمل و تقييم الخدمات التقنية هم شارك فيها من الجنسيين (67 %) من الذكور (33 %) من الإناث و شارك من المستويات التعليمية المختلفة(26%) الحاصلين على الدكتوراه (12%) حاصلين على الماجستير(47%) حاصلين على مؤهل عالي (15%) حاصلين على الثانوية و من التخصصات العلمية المختلفة أظهرت الاستبانة ضعف الخدمات الذوي الاحتياجات الخاصة وقلة مراكز التدريب التي تؤهل ذوي الاحتياجات الخاصة كذلك أكد المشاركين أن التكنولوجية لها دور فاعل في مساعدة ذوي الاحتياجات الخاصة في الحصول على فرصة عمل كذلك وافق الجميع على فكرة بناء مشروع البوابة الإلكترونية للخدمات المتكاملة لذوي الاحتياجات الخاصة.

English Abstract

With the beginning of the twenty-first century and the revolution in communications and information, its impact on the world became evident, and the world was witnessing a massive knowledge and technological revolution, that revolution that resulted in many modern technologies that saved a lot of his time.

Some individuals with special needs can benefit from them and develop their skills, which allows them to obtain a job opportunity commensurate with their abilities.

The issue of people with special needs and qualifying them to coexist in society and develop their skills is a great challenge, because their cause is not only societal or international, but rather humanitarian and religious in the first place, so their right is on the state and society to take care of them and discover the talented and take care of them, and this issue requires a complete mobilization of all institutions in the sector Public and private services to help people with special needs and to provide equipped rooms that suit their own capabilities and modern training programs that are commensurate with the labor market so that they can compete and get a job opportunity.

Accordingly, the main question of this research was: How can we benefit from information and communication technology in developing the skills of special groups and qualifying them for the job market? Also, what are the types of programs used to rehabilitate people with special needs?.

This required the application of a questionnaire to a sample of the community.

(74) individuals participated in the questionnaire, (74%) of the healthy and (26%) of those with special needs, in order to know the importance of using information technology in the rehabilitation of people with special needs in the labor market, and to evaluate the technical services provided Of the two nationalities (67%) of males (33%) of females participated in it, and of different educational levels (26%) who obtained a doctorate, (12%) had a master's degree, (47%) had a higher qualification, (15%) of secondary school holders, and from various scientific specializations, the questionnaire showed the weakness of the services provided to people with special needs, and the lack of training centers that qualify people with special needs, and the participants also confirmed that technology has an effective role in helping people with special needs obtain a job opportunity.

Everyone is on the idea of building an electronic portal project for integrated services for people with special needs.
