Arabic Abstract

تعد رعاية ذوي الاحتياجات الخاصة من القضايا المهمة التي تواجه المجتمعات محليا و عالميا إذ يوجد بكل مجتمع نسبة منهم تحتاج إلى الدعم و الرعاية حتي يمكنهم التوافق مع ظروف الحياة نظرا لتأثر نظرتهم للحياة بظروف إعاقتهم و ما يحصلون عليه من دعم الآخرين لهم.

و تبين الإعلانات العالمية اهتماما واضحا بهم و بحقوقهم في الحياة و يعد الاهتمام بهم أحد المعايير الهامة لتقدم الأمم خاصة في ظل ما تمر به المجتمعات المعاصرة من تغير في المفاهيم الحياتية و الالتزام بمبدأ التربية للجميع مما يعني الحق في الحصول على فرص تعليمية متكافئة بغض النظر عن أية معوقات تحول دون تعلمهم مع إتاحة الفرص للطاقات البشرية الكامنة لديهم للظهور و الريادة و ما يستوجبه ذلك من توجيه الرعاية الملائمة لهم لتحقيق النماء الذاتي و المجتمعي و تحسين جودة حياتهم و للمشاركة المجتمعية دور فاعل في ذلك.

و تعد المشاركة المجتمعية مطلبا حضاريا في هذا العصر الذي يتعرض للكثير من التحديات و بالتالي أصبح للمؤسسات التربوية دورا مهما في تحسين جودة حياة ذوي الاحتياجات الخاصة باعتبارهم جزء من الثروة البشرية للمجتمع.

لذا سعت الدراسة إلي إلقاء الضوء علي المشاركة المجتمعية ودورها في تمكينهم ورعايتهم حيث تكمن معظم مشكلاتهم في الظروف و السياقات الاجتماعية المختلفة التي تؤدي إلى استبعادهم من مسار الحياة الطبيعية و اختتمت بوضع آليات للمشاركة المجتمعية لتحقيق جودة حياتهم اعتمادا على منهج التحليل الناقد.

English Abstract

The patronage for people with special needs is one of the important issues facing communities locally and globally, in every society there is a percentage of them who need support and care in order to be able to adapt to life conditions, given that their outlook on life is affected by the circumstances of their disability, and what they get from the support of others for them.

The global ads show a clear concern for them and their rights to life, caring about them is one of the important criteria for the progress of nations, especially in light of the change in concepts that contemporary societies are going through, and commitment to the principle of education for all, which means the right to obtain equal educational opportunities regardless of any obstacles that prevent their learning, with opportunities for their human potential to emerge and lead, and what that requires of directing the appropriate care for them to achieve self and community development and improving the quality of their lives, and societal participation has an active role in that.

Societal participation is a civilized demand in this era that is subject to many challenges, consequently, educational institutions have an important role in improving the quality of life for people with special needs, as they are part of the human wealth of society.

Therefore, the study sought to shed light on societal participation and its role in empowering and caring for them, most of their problems lie in the different social conditions and contexts that lead to their exclusion from the normal life path, she concluded by developing mechanisms for societal participation to achieve the quality of their lives, based on a critical analysis approach.
