SMEs play a big role in local development in the economies of industrialized countries, so many developing countries (including Algeria), directed its development policy towards this kind of entreprises to alternative to the heavy industries that reality has proved its failure in achieving local development in many developing countries in general and Arab Especially.

SMEs are of great importance to economic decision makers as to push forward local development with its great capacity to promote productive activities.

The success of local development programs based primarily on the small and medium enterprises in some countries which were similar in terms of economic and social conditions of the reality of the Arab countries, making many of the recent review in the Strategic Development, towards the small and medium enterprises Therefore, we will try to look at the experiences of countries that have become a leading economic such as India and Japan, perhaps we can develop some ideas that could be reflected in our economies Arabic.

In this article we offer present and clear the experiences of some leading countries (India and Japan), which relied on small and medium enterprises in support of local development in order to compare its from the Algerienne experience.
