Abstract EN

This paper investigates the evolution of Algerian budgets over the period (1995-2010) because it is considered as very important to the Algerian economy.

The first phase was very hard regarding to its transitional character to the market economy, and also to the harsh economic crisis that has hit the Algerian economy.

The problem of financing economic and social activities due to decreasing resources and this is due to the dramatic drop of oil prices.

The second period was called financial jump or financial affluence regarding to the increase of hydrocarbons' prices, this makes the state changes its budget policy to orientate economic development
