The municipality in Algeria works to achieve local development and makes it one of its goals, and this is also through what the state provides to it for its budgetary budget authorized by law.

Municipalities have an important and major role in achieving development and providing services to citizens.

Local councils represent a form of administrative decentralization, which are institutions that enjoy financial independence, administrative independence, and legal legitimacy, and are the closest to the local community.

They are also the link between the citizen and the official authorities.

In this research paper, we will highlight the most important mechanisms on which the municipality is based in order to achieve development and confront obstacles to financial deficits.
