The international community can have an important role in facing international health crises by providing a strong legal structure to combat various diseases and epidemics, especially if the various international actors (states, international organizations...) have a common will to address and respond to health crises.

On this basis, this study sought to understand the role of international actors in combating epidemics and pandemics to which humankind is subject, which may represent the beginning of a real international health system based on the rule of law, especially with the deficiencies and vulnerabilities that the Coronavirus (COVID19) revealed in the framework of the current international system.
