The issue of engineering and designing electoral systems according to the complex local environment is an essential component in the electoral process, and it cannot be addressed in isolation from issues of constitutional and institutional building, as it is vital to many other areas such as managing conflicts between the ruling authority and the opposition.

This study aims to research and investigate the technical deficiencies in the electoral processes, as well as in the incubating environments of the electoral processes and the participatory electoral behavior of the individual and civil society and the extent of their response to the conditions of democratic political transformation, in addition to proposing the design and engineering of a transparent and fair voting pattern or vote that raises the rate of participation in the various elections Thus eliminating or limiting abstention.
