Since consensual deals are the most vulnerable to corruption, which prompted the legislator to devote special legal provisions by making it an exceptional method, its validity depends on the availability of the exclusive requirements required by law.

The legislator's efforts did not stop there.

He did not leave the scope and scope of his work in the field of public deals to the discretionary authority of the contracting interests, but rather limited him, whether within the framework of what is known as simple consensual deals or after consulting, embodying the idea of preventing corruption
