تتميز الحكامة المحلية بقربها من المواطنين و تتطلب بذلك آليات تفاعل ملائمة لهذه الخاصية لأن الحوار بين الحكام و المحكومين على هذا المستوى يمكن السلطات المحلية من الاستجابة بشكل أفضل لتطلعات الساكنة.
مع ذلك فالديمقراطية التمثيلية التي عبرت عن محدوديتها عبر العالم قد تعززت بشكل أكثر ديناميكية يعرف بـ"الديمقراطية التشاركية" التي تتيح لكل مواطن المشاركة الفعلية و بمختلف الوسائل في تسيير الشأن العام.
الجزائر من جهتها كرست هذا المفهوم عبر دستورها لإعادة بناء أواصر علاقات متينة مع مواطنيها رغم أن الجماعات المحلية لا تملك دائما موارد تمويل هذا النوع من المقاربات.
و عليه فالانفتاح على التمويل الخارجي كان الحل الأمثل في البداية عن طريق برنامج "كابدال" ذو التمويل المشترك بين الاتحاد الأوربي و برنامج الأمم المتحدة للتنمية من أجل دعم كفاءة الفاعلين المحليين المكلفين بتحقيق هذا التغيير.
Abstract EN
Local governance is distinguished by its proximity to citizens and thus requires instruments of interaction adapted to this particularity because the dialogue between governor and governed at this level allows local authorities to better meet the aspirations of the population.
However, representative democracy reaching its limits throughout the world, has been strengthened by a more dynamic form called "participative democracy" which opens the right to every citizen to participate actively and by different means, to guide the public local action.
Algeria, for its part, has enshrined this concept in its constitution in order to renew brighter links with citizens, since even local authorities often do not have the means to finance such an approach.
Thus, the openness to foreign financing has been the solution advocated in the immediate future through the "CapDeL" program co-financed by the EU and UNDP with the aim of strengthening the capacities of local actors to bring about this change.

La gouvernance locale se distingue par sa proximité des citoyens et nécessite ainsi des instruments d’interaction adaptés à cette particularité car le dialogue entre gouverneur et gouvernés à ce niveau permet aux autorités locales de mieux répondre aux aspirations de la population.
Cependant, la démocratie représentative atteignant ses limites de part le monde, s’est renforcée par une forme plus dynamique appelée « démocratie participative » qui ouvre le droit à tout citoyen de participer activement et par différents moyens à orienter l’action publique locale.
L’Algérie, pour sa part, a consacré ce concept dans sa constitution pour renouer des liens plus seins avec les citoyens combien même les autorités locales ne disposent souvent pas de moyens de financement d’une telle approche.
Ainsi, l’ouverture au financement étranger a été la solution préconisée dans l’immédiat à travers le programme « CapDeL» cofinancé par l’UE et le PNUD ayant pour objectif le renforcement des capacités des acteurs locaux devant porter ce changement.
