Abstract EN

The outline of this study aims to respond to those who claim that emir Abdelkader ruled Algeria in a dictatorial and a tyrannical way.

In order to prove the opposite; we have to study the nature of the political system in Algeria during the period of emir Abdelkader, also we must delve deeper into the distinctive features of his state, which is considered as the nucleus of modern Algeria, and we must overthrow the constitutional foundations on which emir Abdelkader established his modern state, on the constitutional foundations on which the current democratic states were established, we conclude that emir Abdelkader, thanks to his wisdom, could establish a state of institutions, he established institutions operating in accordance with constant legal texts, they had their specific mandates, independent decisions, Even some of the laws, rules and foundations that the Emir has set for the institutions of this country, or which have been manifested in his dealings, have been dominated by the human and global dimension which makes emir Abdelkader an international character.
