From all of this, the need for concerted efforts to establish security and work to restore calm and stability to the region would have required the use of various Algerian society components to support the Ottoman authority in Algeria, led by scientists and scholars layer, hence the importance of the speech made by the Ottoman Sultan "Suleiman the Magnificent" to them in the middle of the sixteenth century, informing them the Sultan appointed Saleh Pasha as the prince of princes Algeria and asked them to support him in his command.
