The concept of the state is considered one of the most prominent concepts that have occupied a wide range of philosophical and political debate over the ages, since man thought about the best way to overcome the state of animals with which he began his existence on earth, and the state of savagery that later prompted Hobbes to describe man as a wolf to another human being.

Therefore, it was necessary to pass to the stage of living together under legal and social frameworks that guarantee all their rights and define their duties towards their homelands, as well as towards each other, which ensures that everyone lives together under the confines of justice and law.
