The laws of many Arab countries concerned the affairs of persons with disabilities and special needs, including: Egypt - Saudi Arabia - Kuwait - UAE - Sultanate of Oman.

Disability and special needs were not confined to the territory of the State but were preceded by the international community, represented by the United Nations, which established the Convention on the Rights of Persons with Disabilities in 2006.

It came into effect in 2010.

Indeed, the divine religions - Everyone has taken precedence in caring for people with disabilities and urging their respect and integration into society.

The concept of people with disabilities or people with special needs evolved.

Initially, a person with a disability was called "the seat" and then "disabled" to indicate the person with the disability and then the name "disabled".

After that, there was a difference in the view that it was the members of these communities who were unable to accept this category, and invest their abilities, especially that this group may have the potential and capabilities can be used, and developed to be effective in the community, The category of the categories around it, and the old labels generate a sense of frustration in the same person, which affects his life and his relationship with the community, so the new labels, which give them a positive and vital character, such as naming people with special needs.

This is our research, in which we will try, God willing, to quickly look at the subject of "legal protection for persons with disabilities and special needs" in a comparative manner with several countries, as well as the statement of the international situation.

To illustrate this, we divide this research into three topics as follows: The first topic: Protection of Islamic legislation for people with disabilities and special needs.

The second topic: Protection of international conventions for people with disabilities and special needs.

Third topic: Persons with disabilities and special needs in the laws of some countries.
