There was a change the environment of power relations based on national security decisions; it can be assumed that after the events of September 11, a general national security strategy was drawn up under the circumstances of the events of September 11th , The strategy was influenced by and reacted to (terrorism), but when the strategy, came to reality came down to many of the requirements of international reality and internal.

There is a large part of the dynamic in the concept of US national security after 9/11th and the war on Iraq.

The shifts in Bush administration's national security strategy represented a change in the interim strategies and plans for implementing the larger strategy.

Finally, it is conceivable that in the short term successive US administrations will adopt policies between continuity and change.
