English Abstract

A state is the place in which leave a people with certain ties who obliged to a system.

Virtue is the high noble values.

Civilizing human and embracing noble values in a society which obliged to virtue was the dream of philosophers long time ago.

Islamic message by prophet Muhammad was a revival of prophets and human wisdom heritage.

Muhammad (peace and mercy be up on him) called for virtue, practicing it, and teaching it.

He established the highlighted virtue state and society in Madina.

He constituted its verities, and its expected mass with a written constitution, to enhance Madina model to spread all over Arabian Peninsula.

After a term of struggle with the evil constituent in Arabia he conquered the evil front, reserving virtue success.After a great maneuvering in Arabia Prophet Muhammad held his final ceremony at holly Arafa open space.

That was the Islamic Manifesto.

Haj became The Annual International Islamic State.

The capital of (TAIIS) is Makkah.

The virtue constitution this state is the holly verse: “abstain from sexual intercourse, obscene language, and acrimonious disputes while on pilgrimage ..” .
