Some of developing countries have lost a significant number of their skills due to emigration, being subsequently victims of the “brain drain” phenomenon, where facing this major problem; UNDP has implemented the TOKTEN program in 1977 to provide these countries with the expertise and skills of their nationals living abroad.
The principle of this program is to stimulate the return for a short period, in the countries of origin so that the diaspora can share its skills with the probability that it can become protagonist and by encouraging its intervention in political and social life.
This article aims to explain the TOKTEN program, its fields and objectives, taking Mali as a case study, and doing an assessment to find out how well this program has achieved its objectives in that country.

Certains des pays en développement ont perdu un nombre important de leurs compétences par le biais de l'émigration, devenant par la suite les victimes du phénomène « fuite des cerveaux »et pour faire face à ce problème majeur, le PNUD a mis en œuvre en 1977 le programme TOKTEN pour faire profiter de ces pays des expertises et les compétences de leurs ressortissants installés à l'étranger.
Le principe de ce programme c'est de stimuler le retour pour une brève période, dans les pays d'origine ainsi la diaspora peut partager ses compétence avec la probabilité qu'elle puisse devenir protagoniste et en encourageant son intervention dans la vie politique et socialeCe papier vise à expliquer le programme TOKTEN, ses domaines, et ses objectifs, en prenant Mali comme étude de cas, et en faisant une évaluation pour savoir à quel point ce programme a atteint ses objectifs dans ce pays.
