Before the nineties of the last century, the small and medium enterprises were not given importance by the Algerian government.

But they were given great importance after the move towards free market economy where their number witnesses a significant development and their contribution to the provision of jobs emerged as well as their achievement of value-added.

Their role also appeared in the high ratio of the exports they achieved.

so it became the suitable key to a good local development, these institutions suffer from a number of obstacles, which led the authorities to take action and create programs and make plans to develop and ameliorate these institutions.
