Public utilities are a vital organ of any country, through which the various services that members of society need are provided daily and sometimes without interruption.

The progress of a country may be measured by the quality of services provided by its facilities, and by its ability to respond to the increasing needs of individuals.

With economic fluctuations and limited financial resources, it was necessary for governments to think of new formulas to run these facilities by engaging the private sector without compromising the principle of public service.

Algeria has adopted several methods in the management of public facilities, including tender and method of concession, but the formula for partnership between the public and private sectors remains not applied until now, although international experiences have proven the extent of their effectiveness by enabling the private sector to manage and finance some public facilities, without having This increases the price of the services provided by these facilities, which is the formula known simply as "bot".
