The Citizen needs from the political system responses that fulfill his daily needs in a sustainable way.

Such responses are the outputs of the Public Policy which enable the State to interfere in the society’s affairs, and by the way to exert its domination over it.

On the other side, this policy can be accepted by the citizen if only it rationally realizes his demands without causing any harm for him.

In reality this depends on the way the policy is made, with the completion of the different steps to make it.

The measurement of the public Policy outcomes is very necessary for the completion of the applied policy, as this policy is both the output of the political system, and a response to the society’s claims.

This is why public policy assessment is a vital step among the other steps of the policy making process, as it can influence a given policy and redirect it.

So, the herein study tries to highlight the theoretical part through the concentration on the public policy assessment and its importance as a complex political process.

As a result the discussion of this process cannot be made without mentioning the criteria on which the making process is based and its main indicators
