في إطار البحث عن الطرق المثلى لمحاربة ظاهرة الفساد لجأت الدول إلى استخدام تكنولوجيا المعلومات في تسيير شؤونها و من هنا ظهرت الإدارة الحكومية الالكترونية كضرورة حتمية كشكل من أشكال الدول المعاصرة التي تتطلع إلى مواكبة تطورات عصر الثورة الرقمية و التكنولوجية العالمية لما لها من أهمية في تخفيض التكاليف و كبح الإسراف بالإضافة إلى تسهيل الإجراءات و تحقيق الشفافية في الإدارة و مكافحة الفساد بما يساعد على تحقيق البرامج التنموية.
تنبع أهمية هذا البحث من كونه محاولة نسعى من خلالها لتوضيح الأهمية الكبرى للتحول إلى الحكومة الالكترونية في الميدان بالإضافة إلى ذلك سوف نحاول التطرق إلى اثر هذا التحول في الحد من انتشار الفساد خاصة في الدول العربية و التي لها النصيب الوافي من هذه الظاهرة بدليل تذيل معظم الدول العربية للتقارير الدولية و التي كان من أبرزها تقارير منظمة الشفافية الدولية و الذي سنعتمد عليه في دراسة وضعية هذه الدول.
Abstract EN
In order to find the best method to overcome the phenomenon of corruption, some countries had resorted to the use of information technology to manage their affairs.
Hence, the egovernment emerged as a necessity and as a form of contemporary states, looking to keep pace with developments in the era of global digital and technological revolution; due to its importance in reducing costs and curb wasteful, in addition to facilitate procedures, transparency in governance and corruption fighting to help achieve development and reforms programs.
This research attempts to illustrate the great importance of the transition to e-government.
In addition, we will try to address the impact of this transition in limiting the spread of corruption, especially in Arab countries which continue suffering deeply from this phenomenon, according to the latest reports of the international transparency organization that we will adopt it in this study.

afin de trouver les meilleures méthodes pour la lutte contre le phénomène de la corruption, certains pays ont eu recours aux technologies de l’information pour gérer leurs affaires.
D’où l'e-gouvernement est apparu comme une nécessité et comme une forme d'États contemporains, cherchant à suivre le rythme des développements à l'ère de la révolution numérique et technologique mondiale; en raison de son importance pour réduire les coûts et réduire le gaspillage, en plus de faciliter les procédures, la transparence dans la gouvernance et la lutte contre la corruption pour aider à réaliser des programmes de développement et de réformes.
Cette recherche tente d'illustrer la grande importance de la transition vers l'e-gouvernement.
De plus, nous tenterons d'aborder l'impact de cette transition en limitant la propagation de la corruption, notamment dans les pays arabes qui continuent de souffrir profondément de ce phénomène, selon les derniers rapports de l'organisation internationale de transparence que nous adopterons dans cette.
