بما أن ظاهرة تزايد النفقات العمومية أضحت مشكلة تمس جميع دول العالم بغض النظر عن النموذج الاقتصادي المتبع فيها تطلب الأمر البحث عن أساليب حديثة للتحكم في الإنفاق العام من خلال تطوير و تحديث أساليب إعداد و تنفيذ الميزانية العامة للدولة بالانتقال من ميزانية ترتكز على منطق توفير الوسائل إلى ميزانية البرامج هادفة لتحقيق النتائج تماشيا و الخطة الاقتصادية الوطنية المسطرة و يعد القانون العضوي 18-15 الخطوة الأولى في مسار الإصلاح من أجل إرساء المبادئ الهادفة إلى تعزيز قدرات الحكومة في ترشيد النفقات العمومية و إرساء قواعد النزاهة و الشفافية في تسيير المال العام و التخلص من الأنماط القديمة في تسيير الميزانية العامة للدولة التي أثبتت فشلها بامتياز.
Abstract EN
Since the phenomenon of increasing public expenditures has become a problem that affects all countries of the world, regardless of the economic model used in them, it was required to search for modern methods to control public spending through developing and updating methods of preparing and implementing the State’s general budget by moving from a budget based on the logic of providing means to a program budget are intended to achieve results in line with the ruled national economic plan.
Organic law 18-15 is the first step in the reform process in order to establish principles aimed at strengthening the government’s capabilities in rationalizing public expenditures, establishing integrity and transparency rules in the managing public funds, and getting rid of old patterns in the management of the State’s general budget that have proven failure par excellence.

En tant que le phénomène de dépenses publiques est devenu un problème qui touche tous les pays du monde, quel que soit le model économique qui y est utilisé, il a fallu rechercher des méthodes de contrôle des dépenses publiques en développant et en actualisant les méthodes de préparation et d’exécution du budget de L’Etat en passant d’un budget basé sur la logique de la mise à disposition des moyens à un budget programme visant à obtenir des résultats conformes au plan économique national établi.
La loi organique 15-18 est la première étape du processus de reformes visant à établir des principes dont le bute est de renforcer les capacités du gouvernement à rationaliser les dépenses publiques et à établir les règles d’intégrité et de la transparence dans la gestion du budget général de L’Etat qui ont prouvé leurs échec par excellence.
