سنحاول من خلال هذه الورقة البحثية تقييم مدى تقدم الحكومة الجزائرية في الانتقال نحو البيئة الرقمية وفق المؤشرات الاقتصادية المتاحة من طرف وزارة البريد و تكنولوجيا الاعلام و الاتصال و كذا مؤشر الحكومة الالكترونية للتنمية EGDI الذي يعده البنك الدولي سنويا و لغرض دراسة تطور هذه الاستراتيجية الالكترونية للفترة من 2008 الى 2018 اعتمدنا على المنهج الوصفي في عرض البنى التكنولوجية القاعدية المتوفرة في الجزائر حتى سنة 2009 وفق ما جاء في دراسة مركز الدراسات في الاقتصاد التطبيقي للتنمية ثم المنهج التحليلي في مناقشة و اختبار نتيجة التقييم وفق مؤشر البنية التكنولوجية التحتية TII مؤشر رأس المال البشري HCI و مؤشر خدمة الانترنت OSI.
انتهت الدراسة الى أن ترتيب الجزائر عالميا لسنة 2018 تقدم بـ 20 مرتبة مقارنة بسنة 2016 أما فيما يخص مؤشر أداء الحكومة الالكترونية للتنمية EGDI = 0.
4227 و هو مؤشر متوسط.
Abstract EN
Through this research paper, we will try to evaluate the progress of the Algerian government in moving towards a digital environment according to the economic indicators available by the Ministry of Post and Information Technology and Communication, as well as the EGDI, which is prepared by the World Bank annually.
In presenting the basic technological structures available in Algeria until 2009, then the analytical method for discussing and testing the evaluation result according to the TII index, the HCI index and the OSI index.
The study concluded that Algeria's world ranking for the year 2018 advanced by 20 places compared to the year 2016, as for EGDI = 0.4227, which is an average indicator.

À travers cette étude, nous tenterons d'évaluer l'ampleur des progrès du gouvernement algérien vers un environnement numérique en fonction des indicateurs économiques disponibles par MPTIC, ainsi que par l'EGDI, qui est préparé annuellement par la Banque mondiale.
2009, suivie de la méthode analytique pour discuter et tester le résultat de l'évaluation selon TII, HCI et OSI.
L'étude a conclu que le classement mondial de l'Algérie pour l'année 2018 a progressé de 20 places par rapport à l'année 2016, quant à l'indice EGDI = 0,4227, qui est un indicateur moyen.
