Algeria, like the rest of the world, witnessed the outbreak of the Corona epidemic '' Covid 19'' which led the public authority to take precautionary and preventive measures to reduce its spread, paralyzing traffic externally and internally and closing borders and attending some commercial activities in implementation of health-care burrow measures under the penalty of follow-up of violators.

The fact that the legal rules remain in force and the literal application of the general principles of contract theory in civil law at this exceptional juncture would prejudice the financial viability of persons and could lead to the disappearance of entire entities, requiring the adaptation of the circumstance and the application of legal provisions that would rebalance the contractual association.
