Germany appeared in Europe as a new power at the end of the nineteenth century, she sought to get rid of the incessant wars caused by the competition of the powers, for the share of the property of the sick man, she planned the conclusion of the agreements between the great powers to satisfy all parts, and she found the possibility of implementing her projects by organizing the berlin conference in 1878, while pretending to rescue the ottoman empire in the Russian war, this congress was a conspiracy in the form of a conference, and a rescue in the form of a good deal concluded in image of a diplomatic silence about the occupation of several Arabs countries, this research aims to demonstrate the evident contradiction between the agreements of the congress, and the secret agreements held behind the scenes.
