بعدما انهيار أسعار النفط وجدت الجزائر نفسها في مشكلة اقتصادية حقيقية خاصة أنها تعتمد على الايرادات النفطية بنسبة تتعدى 90% لتغطية نفقاتها و مع استمرار الاسعار في النزول و بإستنفاذ صندوق ضبط الايرادات لجأت للتمويل غير التقليدي كحل مؤقت لمدة خمس سنوات القادمة و الذي يعني الاستدانة من البنك المركزي دون تغطية إيرادات حقيقية حيث تم تعليق الامال على هذه السياسة التي يتوقع منها أن تكون ذات نتائج ايجابية لكن و حسب تجارب بعض الدول فإنه إن لم يتم توجيه هذه الاموال للتنمية سوف تؤدي إلى آثار سلبية على الاقتصاد على غرار زيادة معدلات التضخم
Abstract EN
After the collapse of oil prices, Algeria found itself in a real economic problem, especially as it relies on oil revenues by more than 90% to cover its expenses.
Hopes have been put on this policy, which is expected to have positive results, but according to the experience of some countries, if this money is not directed to development, it will have negative effects on the economy such as increasing inflation rates
