يعتبر تصحيح اختلال سعر الصرف من أهم أهداف السياسة الاقتصادية الكلية في البلدان الناشئة و أحد الشروط الأساسية لتطوير الأداء الاقتصادي و ضمان الاستقرار الاقتصادي حيث يصف اختلال سعر الصرف الوضعية التي يكون فيها سعر الصرف في البلد المعني بعيدا عن المستوى طويل الأجل القابل للاستدامة فالهدف الأساسي من هذه الورقة البحثية هو تفسير ظاهرة اختلال سعر الصرف في الاقتصاد الجزائري.
و من أهم النتائج المتوصل إليها في هذا البحث فإن أصل انحرافات سعر الصرف الحقيقي للدينار الجزائري لم تنشأ إلا من جراء قرارات السياسة الداخلية و عدم تطابق سياسة الصرف مع المستوى النسبي للتطور في الجزائر و منه فإن تقييم الدينار بقيمة أكبر من قيمته الحقيقية و الفارق الموجود بين الأسعار في السوق الرسمية و السوق الموازية يعتبر النقطة المحورية المطروحة للنقاش عندما يتعلق الأمر بتحليل سعر الصرف في الجزائر.
Abstract EN
The adjustment of exchange rate imbalance was considered as main objectives important of the total economic policy in emerging countries, and one the basic conditions to develop the economic performance and ensuring the economic stability, because the imbalance of exchange rate describe the situation in which the exchange rate in the country are a way from the level of long-term that acceptable to sustainable for the level of the real exchange rate.
so when the assess the value of dinar large from its true, and the difference that exists between the prices in the official and parallel market we can considered as main point for discussion when it come to analyzing the exchange rate in Algeria.
