The guardian commission has the power of formation and establishment the municipal people's councils, which is a copy of the administrative guardianship, It is one of the modern images, this aspect of central authority intervention in decentralized bodies is a kind of control authority exercised by the central administrative authority, over decentralized public administrative personnel.

Therefore, this study aims at clarifying some of the concepts about administrative guardianship on the establishment of municipal councils and researching their effect on the formation of these councils.
