Through this research, we have touched upon a technique closely related to the management of the public facility, namely the contracts for authorizing the public facility, which is defined as "a legal act whereby a public group undertakes within its competence and responsibility to another person to manage and invest a public facility in whole or in part with or without building public facilities for a period Specific and controlled, in return for returns received in accordance with the financial results of the investment and the rules governing the mandate.

As we review in this article the concept of this technology and show its elements from the perspective of jurisprudence and law, and explain the conditions for its establishment, and the forms it takes according to what the legislator stipulated, with clarification of the definition of each application and mentioning its characteristics.
