Nowadays, electronic commercial advertising has become more effective than ever in marketing goods and services on the web, and any commercial or economic institution can, at the lowest cost, market its goods or services to the largest category of customers or consumers.

However, publicity material is often transformed from a mean of informing the consumer into a mean of lying, misleading and blackmail, especially with the big development of the Internet.

It was necessary for the Algerian legislator to intervene to provide the legal protection for the consumer, and to determine the responsibility of each part in this important economic process.
