The public institutions operating in health sector have experienced many managerial changes especially when their managers realized that financial resources are insufficient to ensure their operation, the thing that leads to the transition to the 5 M (Machine, Money, Labor, Raw Material and Management) that were limited to the first 4.

The interest of these institutions for managerial aspect with its 4 components (Planning, Organization, Orientation and Control) to improve their performance occured according to a new theoretical logic called the New Public Management (NPM) that tends to use tools and techniques that appeared at private sector known for its highly competitive business environment.

The approach of public institutions operating in health sector to improve their performance should not stop by the adoption of a new managerial mode but shall promote it and do the best to apply its principles.
