Despite the independence granted by the Algerian legislator to the regional collectivities, the true independence is still ink on paper, as long as the central authority controls the finances of the collectivities locals, especially the sources of self-financing, The latter, which pays the majority of it to the state treasury, while other sources remain non-tax as property of the collectivities suffer from marginalization, neglect and lack of rationalization in the management of these important sources, not to mention the very many problems in which local taxation is floundering.
