The Yemeni government has issued a regulation which developed a set of standards and requirements pertaining to people with special observance of which needs to facilitate services to them, but this category still faces obstacles, especially when dealing with these buildings as a result of failure to apply the requirements of design and lack of follow-up and implementation of government agencies.

The problem of research in non-application of standards and requirements for people with special needs (physically disabled) in construction law by architects, inadequate building code Yemen for many special requirements for the disabled compared to regional countries, as well as the weakness of monitoring the concerned authorities in the State not to apply those requirements and neglect of implementation on the ground.

This paper aims to study the shortcomings of the standards and building codes of Yemen with the requirements of people with special needs, and the study of international standards and requirements of design for the disabled physically and the efforts of the Yemeni state in the interest handicapped physically, and do a field study of a sample of service and educational and recreational buildings in the search area and the extent of its implementation of the standards and requirements for the category of physically disabled, and to identify shortcomings of the building codes of Yemen.
