Unlike those who support the hypothesis that upgrading constitutes an essential guarantee required for increased competitiveness, we consider, in this contribution that this process can lead to jeopardize the competitiveness.

In fact, upgrading, as practiced nowadays, can’t be profitable neither for firms and companies, nor for developing economies when it contains in the bottom three limitations: wrong interpretation of real company needs, conceptual limitations and a related practical difficulty.

In fine, obtained resultsare systematically confirmed by the Algerian case study.
