Governance is a relatively modern idiom specially in Arabic, it refers to a group of methods that insure achieving quality and prominence in performance according to certain standards and regulation to insure good quality when applied, the idiom "Governance" emerged in the political economical and administrative field, then there was a need for governing the legalization themselves so that they can be of high quality to achieve the aim behind legalization in active, realistic, transparent, fair, and economical way.

The achieve legalization governance there must be strategies for the parliament regarding technical aspects for drafting or parliamentary institutional structure as the parliament is the specialized authority for legalization, the subject matter of this research focuses on the strategy of institutional legislation governance that in turn focuses on governing the legitimate institution's legitimization themselves such as the parliamentary internal system, parliament code of conduct, mechanism of legalization, functions of parliamentary commit and the electorate rules.
