The study sought to identify the social and economic implications of employment programs for unemployed youth, since this age group represents the highest proportions of society, whether international or Arab Or locally, as well as getting to know the state's role in drawing up the policy of youth employment programs and what is the extent to which this group has benefited from them? And whether these programs were able to achieve social empowerment among young people, and is there a correlation between training programs and youth rehabilitation for the purpose of opening small work projects and the extent of the contribution of training programs On raising the economic level of youth, which in turn leads to alleviation of unemployment and poverty, and did the training programs contribute to drawing a development strategy for the social reality, and what are the reasons for the shortcomings in the failure of many projects after youth rehabilitation? The study reached a number of recommendations, including - Work to activate the role of government institutions concerned with drawing a new policy for training programs, provided that it is (qualitative and not quantitative) in qualifying youth and preparing them in a way that explodes their stored practical energies for the purpose of solidarity in preparing them to create new job opportunities (small projects) In a way that improves the economic reality of the individual and society, working to improve and integrate the effectiveness of programs and systems for creating job opportunities for youth and integrating them into development plans and human resources programs, since this youth group is one of the large segments of the Iraqi society, which is considered one of the young societies, by working to attract Youth by providing job grades, whether in the private or public sector, in order to protect them and not to join the deviant groups outside the law.
